Ummm...
I'd start with reading our Culture Section. It is kind of the back bone to our community, so this will give you a good snap shot into who and what we are here on GS.c.
Okay, the first question you should ask yourself is whether you are looking to be a stringer or a freehander. I don't know if you looked around the site much or not, but the differences are fairly evident...
Glowstring=glowsticks on strings
Freehand=no strings
As for tutorials and move lists; there really isn't a set way to go about this. As a stringer most people tell you to start with the basics of the weave, corkscrew, windmill and basic wraps (all these tutorials should be in the tutorial section). As a freehander, I'd recommend you get the basic traces, toss/stall combos and the figure-8/helicopter (these I know are in the tutorial section).
Give both styles the good old college try, and when you figure out what style of dance you like more, we can move to the next step. As you learn, progress and develop don't be afraid to message or post with questions on how to's and explanations. We are all here to help you!
I think that should get you started, but if you have questions feel free to send me a message and I would be happy to find you a list of links to different tutorials, or answer any freehand related questions you may have (I don't do stringing so well, but I can also help with conjuring).
Oh! And, Welcome!

P.S. Department stores, camping equipment stores, party supply stores or Extremeglow.com/glowproducts.com are good starters for buying glowsticks.
